應該話
選拔委員會委員要向持份者清楚解釋
1. 點解要投票 (祗有一名申請人)
2. 有無文件列出該程序
3. 不贊成原因 (會議紀錄討論細節)

執行委員會因此不委任領隊
或準備委任自己人(有會議紀錄)而不作重新招募
執委會質素真係一屆不如一屆

Your appeal to the appointment of Team Manager of the Hong Kong Team to the Asian Orienteering Championship 2014; and the decision not to appoint you as the Team Manager of the Hong Kong Team to the World Orienteering Championship 2014 has been considered by the Executive Committee of the Orienteering Association of Hong Kong.  

The Executive Committee had studied your reasons for the appeal and reviewed the decision making process and considerations made by the Selection Committee in reaching the decisions.  

Two applicants applied to be the Team Manager of the Hong Kong Team to the Asian Orienteering Championship 2014.  The other applicant was appointed as the Team Manager after winning a majority vote against you at the Selection Committee Meeting.

You had been the only applicant to the post of Team Manager of the World Orienteering Championship 2014.  At the Selection Committee Meeting, objections had been raised at the meeting referring to your performance both in the capacity as an official and as a member in past Hong Kong Representative Teams.  Your appointment as Team Manager at the vote of appointment failed to win any support at the meeting.  The Selection Committee did not appoint a Team Manager to the Hong Kong Representative Team to the World Orienteering Championship 2014.

The Executive committee subsequently endorsed the decisions made by the Selection Committee on the appointment of Team Managers to the two Competitions.  The Executive Committee further decided that the Team Coach of the WOC representative Team should also undertake the role of Team Manager at the World Orienteering Championship.

In considering your appeal to the appointment of Team Managers to the two competitions, the Executive Committee considered that a Team Manager who is to lead any Hong Kong Orienteering Representative Team to take part in major international orienteering competitions has a very important role and responsibility.  The Orienteering Association of Hong Kong is required to appoint a person with strong leadership, able to foster good team spirit, has good communication skill; and, also to appoint a person who can be entrusted with the responsibility to represent  Hong Kong and the delegation at the major Orienteering competition.  

The Executive Committee had reviewed the qualifications, record of services to the OAHK; and the performance and conduct with past Hong Kong Representative Teams of the respective candidates applying to be the Team Manager of the two competitions.  The Executive failed to find cause to vary the Selection Committee's appointment decisions.  Your appeal has been dismissed.

Interestingly but ironically, I was appointed as members in the brand new Training Committee andalso the Coaching Committee in 2013/2015.

Committees as stated in theArticles of Association are part of the legal entity to resolve operationalmatters on routine basis. I was part of the decision making body withrecommendation from affiliated club.

Anyway, no matter whatrationale of such decisions at that start of the new EC tenure, particularlyafter AsOC2012, I had tendered my resignation to these two posts after the 428Council Meeting to clearly convey the message of maladministration of OAHK.

There is even no gut ofOAHK to directly appoint WOC2014 team manager like WOC2013 with no applicant.It is a pure lose-lose situation in terms of time and effort.

Hopefully, this could bepart of the business reengineering process.

I think you can simplifychange some wordings to give a prompt reply to other stakeholders that may deemnecessary. I did this for you instead and copiedsuch to the HKOC forum. There is nothing to hide or beautify! Selection run isthe best way to choose the best fit runners to represent Hong Kong.

I can tell you it is theworst and unreasonable reply I received for the purpose of substantiating whatyour side had decided on a groundless condition. It is grammatically correctand better let other EC members to learn how to brush up their English languageskills especially Aby, my good intent.

I would not ask or appeal theresolution whenever there was more than one applicant to any team officialposts. The recent one was the All China Students Orienteering Championships2013 in which 3 non-squad coaches applied in response to the ad hoc recruitmentof a team coach post. Just before the then 'Training and Coaching Committee'meeting that I attended as observer, I even tendered my withdrawal to membersof that meeting. Did you know where were the squad coaches who should assume tolead the team after a series of trainings with pay before the important events?It is a matter of responsibility not about one's competence, isn't it?

I felt much more touching when I got to know the Association appointed a new born baby member to lead the JWOC2013 Hong Kong Team which I also applied for. I found no reason not to support her passion and aspiration. I went to Italy to attend the 8th World Masters Games.

I have 3 times teammanagers experiences in 2004 (All China Orienteering Championships 2003, postponed due to SARS), 2009 (All China Students Orienteering Championships 2009) and also 2010 (All China Orienteering Championships 2010). I also applied on some occasions to other overseas / Mainland events if time allowed. I guess that the main reason why I were appointed was because there were no other applicants to the unwelcome Mainland events on the initial recruitment and that subsequent recruitments were issued to appeal for help from interested members or teams could not be deployed. Do you know how important the role of team managers as that highlighted in the brochure. The special resolution of the Executive Committee (EC) not to appoint team manager to World OrienteeringChampionships 2014 (WOC2014) is 100% wrong as funding has been granted by LCSD!

I was also Hong Kong Team players in the World Masters Orienteering Championships 2002 (no formal selection done), Asian Orienteering Championships 2012 (AsOC2012) and alsoWorld Masters Orienteering Championships 2013. You seemed to talk about some logistical arrangement happened in AsOC2012 with varied and unreasonable arrangement at that time.

Upon my written complaint in 2,300 words, a formal inquiry was conducted to 3 team players of the AsOC2012 only but not all related players and officials. The EC had revoked a written warning issued on behalf of team officials who tried to submit a far from satisfactory report without any representation sought from the one player only. The Selection Committee (SC) was not aware of this as told by others.

What was my performance ratings in past team official duties? How good or bad were they? Why I did not know about that? Why members of the SC and the EC could access to such unknown to me information when they discussed the subject matter? Were all applicants subject to the same screening process?

I can tell you of the three AsOC2012 team players which were subject to some kind of time limited unreasonable administrative action but not as other defaulters and which could not be found in the OAHK Limited's Articles of Association, all of them were / are appointed as team coach and team player in 2013 and 2014 including me subsequently. Are the 3 subject to the same screening process by the SC and endorsed by the EC before their immediate past appointments? Why only singled out the WOC2014 at the expense of team players without any team manager to take care of their well being and particularly to monitor the performance of other officials? In fact, team coaches are allowed to perform 3 roles that the EC fully satisfied, aren't they?

Above all, you failed to furnish me with all such Hong Kong Team personal performance records in 2004,2009 and 2010 (who were appointed to write such appraisals and conducted performance appraisal interviews?) plus relevant SC and EC meeting minutes that you claimed to have tabled for discussions, resolutions and the casting of votes.
Your last paragraph is about review or I think a comparison to other WOC and AsOC teams before. It is totally irrelevant as there is no such criteria or the performance and conduct in Hong Kong Teams are never a laid down rules and regulations for consideration of official appointment. I never requested by OAHK to write appraisals on team coaches and team players before. Should there be such requirement for the SC and EC to follow, please let me have a copy for study.

Is this a zero-sum game not on a level playing field to my WOC application or just someone's preferential treatment? My appeal still stands and best to hold EGM before the AGM on 629!

Just a friendly reminder to see if the EC needs to consult Affiliated Clubs in Council meetings on whether revised rules to be incorporated for election of EC members in 2015.

Accordingto the first round release of qualified players in respect of the four 2014Hong Kong Teams, the appointment of team officials are principally notreasonable with budgetary support from the government.

Thereare at least 1 team manager and 1 team coach assigned for the JWOC team withonly 6 players.

Thereis no team manager assigned for the WOC team in which it is the most importantand highest level competition globally.


Ibelieve that there will be 1 team manager and 1 team coach assigned to the ACOCteam with a size of 14 as before.

Forthe AsOC team, there are 38 players with the appointment of only 1 teammanager; and some coaches cum players. According to the last EC review chairedby the former Vice-President, there should be Deputy / Assistant team managerassigned to such large contingent.


Besides,I do not think the government will indicate their non-support policy on the WorldMasters Games / World Masters Orienteering Championships. It is only OAHKherself that implements an age discrimination practice starting from 2014 tothat World level competition other than JWOC and WOC.
